Greater Toledo is Toledo Edison territory — a FirstEnergy Ohio electric distribution company. It is not AEP Ohio, AES Ohio, or Duke Energy Ohio. FirstEnergy runs a shared Ohio Retail Interconnection process for Toledo Edison, Ohio Edison, and The Illuminating Company. Typical residential systems use the Level 1 path (inverter-based systems ≤ 25 kW; published Level 1 application fee $50).

Applications can go through FirstEnergy’s online interconnection portal. Toledo Edison interconnection correspondence is directed to TE Interconnection, 6099 Angola Road, Holland, OH 43528 (email TE_interconnection@firstenergycorp.com). General meter and billing questions use Toledo Edison customer service at 1-800-447-3333 — not the interconnection inbox.

FirstEnergy’s FAQ states there is currently no company-sponsored rebate for customer-owned self-generation. Excess energy under net metering is credited at the applicable generation component of the customer’s rate schedule after one-for-one offset within a billing period. City of Toledo Building Inspection & Zoning

Inside Toledo city limits, the Division of Building Inspection (One Government Center, Suite 1600; (419) 245-1220) enforces the Ohio Building Code, Residential Code of Ohio, and related mechanical and electrical codes. The City launched an online permit application portal in September 2024 for plan submission, applications, and payments — confirm the current solar intake path with the Division when you file.

Toledo Municipal Code Chapter 1105.0800 addresses solar energy systems. Accessory solar is permitted by right in all zoning districts subject to the Code’s development and design standards. Before installation or modification, an electrical permit application and a building permit application are required. Ground-mounted systems are limited (including rear-yard placement and accessory-building height/setback rules). Read the current Code text for your design.

Suburbs and townships have their own authorities having jurisdiction. We do not publish Toledo fee tables or day-count promises here. After city approval, Toledo Edison / FirstEnergy interconnection is still required before the system is fully online.

HOAs and Condos in Northwest Ohio

Ohio Revised Code 5312.16 (planned communities) and 5311.192 (condominiums) limit how associations can restrict solar energy collection devices. Unless the recorded declaration specifically prohibits them, owners may generally install subject to reasonable size, place, and manner rules.
