Why the Utility Name on the Bill Matters

Ohio is not one solar market with one export rate. Investor-owned utilities file net metering tariffs under PUCO rules. Municipal utilities and many cooperatives set their own programs. Interconnection portals, application fees, and credit formulas differ even when the statewide 120% sizing rule is shared.

Ohio Electric Utilities — Solar Snapshot

Ohio Edison, Toledo Edison, and The Illuminating Company are separate FirstEnergy Ohio operating companies. They share an interconnection portal pattern, but the company on the account must match. Do not assume a Cleveland suburb is Illuminating Company without reading the bill — some nearby addresses are Ohio Edison.

Investor-Owned Utilities (PUCO Net Metering Required)

AEP Ohio. Central Ohio workhorse for many Solar Brokers projects. Interconnection and NEMS are separate steps. Export credit treatment for SSO accounts is generation-energy based under Schedule NEMS — details on the AEP pages, not repeated here.

Duke Energy Ohio. Rider NM credits excess using the Rider RE kWh charge on the applicable tariff. Self-consumed solar still offsets the house first. Cincinnati-area context: solar in Cincinnati.

AES Ohio. D5 converts net excess to a monetary credit at the energy component of the standard service offer. Dayton-area context: solar in Dayton.

FirstEnergy Ohio (Ohio Edison, Toledo Edison, Illuminating Company). Shared Ohio retail interconnection process (typical residential Level 1 path for inverter-based systems ≤ 25 kW). FirstEnergy’s FAQ states net metering is available across its Ohio territories: delivered vs received kWh offset one-for-one up to delivered energy in the period; excess is credited at the applicable generation component of the customer’s rate schedule. The FAQ also states there is currently no company-sponsored rebate for customer-owned self-generation. City pages: Cleveland, Toledo, Akron, Canton.

Municipal Utilities and Cooperatives

PUCO’s net metering guide notes that rural electric cooperatives and municipal electric utilities are not required to offer net metering, though some do. Rules are local.

Columbus Division of Power permits customer-owned solar subject to its interconnection guidelines. After an approved interconnection agreement, DOP’s public materials state customers are automatically enrolled in net metering unless they are on combined billing; extra kWh credits can roll to later bills under City Code Chapter 1163.24. Other munis and co-ops (including Cleveland Public Power pockets inside Cleveland) need their own application path. We read the bill before we file anything. High-level statewide credit rules for investor-owned utilities live on Ohio net metering.

Which Ohio utility is “best” for solar?

None of them is universally best. Credit formulas, fees, and interconnection steps differ. Fit depends on your usage, roof, and the tariff on your account — not a statewide ranking.

Is Cleveland on AEP Ohio?

No. Most of Greater Cleveland is The Illuminating Company or, in parts of the city, Cleveland Public Power. Confirm on the bill.

Do FirstEnergy companies share one net metering rate?

They share a process family and FAQ description (generation-component credit for excess). Exact rider sheets and rates are company- and schedule-specific. Each company and schedule has its own credit math.
